In the future, China will build distributed wind power bases in coastal areas where bearing heavy electric power load.
From the survey of national specified administrative department and industry associations, the main reason for wind power industry distributed development in heavy load areas is not to share the load, but avoid grid shackles. So, south-east coastal area with easy way to grid-connected high electricity price is the first choice for the enterprises.
“The similar strategy has been raised up before.”Mr. Li Junfeng said to the journalist, “In Zhejiang, Hunan, Guangdong, Anhui and etc., wind power enterprises has developed many projects and their market sense is much better than specified administrative department.”
Report from our correspondent that, offshore wind power plan has been improved in Shanghai, Jiangsu, Zhejiang and etc. Shanghai has planned 8 wind power bases until now and to 2015, three of them will come true.
Besides, in 2010, China released 4 concession bidding projects located in Jiangsu and one million KV in total and many wind power enterprises won the bidding. And also, feasibility study reports of above projects have been approved.
Authoritative person in National Energy Administration said to journalist that, as difficulties existed in acceptance and delivery, the national support the areas without wind power base areas such as Anhui and Henan province. Along with new technology development of low speed fan, the areas mentioned above can also develop wind power bases.
Meanwhile, he pointed that, above wind power bases including offshore wind power bases are still at the starting stage and it need 20-30 years to help share electricity load in that areas. Thus decided by market-driven, wind power enterprises only layout near the load centers at present.
“As big base syncretized by big grid is not very smoothly, the local power grid may catch up wind power development speed in 5-10 years. At present, although we can add installation in big bases such as Nei Menggu base, it can’t keep current rapid development speed anymore.” This officer said, ” wind power enterprises can keep profit space if developing in south-east coastal areas where don’t need to build new power grid while keeping high electricity price.”
It is said that, in 2009, National Development and Reform Commission issued 《Notice on the improvement of wind power electricity price policy》。《Notice》published area classificationⅠ、Ⅱ、Ⅲ、Ⅳ as per wind power resource quality. According to this classification, class Ⅰ、Ⅱ、Ⅲ areas with excellent wind power resources mainly are located in northwest, north-china and northeast, where electricity price is only 0.51-0.58 Yuan/kilowatt hour while electricity price in class Ⅳ area is 0.61 Yuan/kilowatt hour.
Therefore, a senior person from a leading wind power enterprise told journalist directly that, the enterprise development has to bypass power grid as we need safe, steady power grid and without restriction from it.
Shi Pengfei, vice Chairman of China Renewable Energy Society wind energy professional committee told journalist that, according to abandon wind data of first half of 2011 published by State Electricity Regulatory Commission, it shows that because grid problem and consumption problem, 2.7 billion kilowatt electricity power was not purchased which is 10% of first half year consumption. Therefore, although class IV area wind resource is not that excellent, due to fan cost reduction and successful development of low speed fan, what the enterprises need to do is to detect wind speed on the spot and develop project.
